ALBERTA NEW DEMOCRAT WOMEN'S CAUCUS CONSTITUTION

As amended November 16 2002

1        NAME

The Alberta New Democrat Women's Caucus.

11         PURPOSE

1. To promote the participation of women in the New Democrats.

2. To educate the general members on issues affecting women.

3. To assist in the development and implementation of policies affecting women.

4. To educate and inform groups outside the party about New Democratic Party policies on issues affecting women.

III       MEMBERSHIP

1.Individual membership shall be open to every woman of the Alberta New Democrats

2.A member will be defined as one who has paid the newsletter subscription fee.

IV       GENERAL MEETINGS

1.Sixty (60) days notice shall be given to all members prior to the general meetings.

2.The general meeting shall be governed by Robert's Rules of Order.

3.Quorum at the general meeting shall be fifteen (15) members.

V          ANNUAL GENERAL MEETING

1. The Annual General Meeting shall be the supreme governing body and shall have the final authority in all matters.

2. The Alberta New Democrat Women's Caucus holds its AGM at a time and place determined by the Women's Caucus executive.

3. Any member may submit a written resolution concerning the Women's Caucus to the executive no later than thirty (30) days prior to the Annual General Meeting.

4.Any member with the consent of the executive may present emergency resolutions to the AGM.

5. Business:

a)    To receive and pass upon reports of the Provincial Women's Caucus Executive

b)    To consider and pass upon:

Proposed amendments to the Constitution

Proposals pertaining to the Women's Caucus programs for the coming year.

Election of the members of the executive, including the POW plus  rep.

VI  EXECUTIVE MEETINGS

1. The Executive shall meet at least once a year

2. The Women's Caucus executive may appoint one of the executive members to chair executive meetings to be held at the call of the executive.  Emergency meetings of the executive may be called when the executive deems them necessary.

3.    Executive meetings may include:

a)    Committee reports and regional reports.

b)    Proposals at Annual General Meetings.

c)    Resolutions to Provincial Convention.

d)       Election of members for vacancies on the executive

4.The executive is responsible for the preparation and custody of the proceedings of the Annual General Meetings, executive meetings, and the financial records of the Women's Caucus.

5.The Executive shall consist of

Secretary, Membership

Treasurer

Participation of Women Rep

Up to five (5) Members at Large, including those responsible for:

i.                     Newsletter Editor

ii.                   Policy Chairperson

iii.                  Fundraising

iv.                 Olga Blondheim Fund

v.                   Outreach

Six regional representatives

Note: the past-chairperson and Participation of Women representive are ex-officio members of the executive; the remaining members are elected.

6. Executive members shall elected at the Annual General Meeting.  Due regard shall be paid to regional representation and this shall be drawn to members' attention at the time of election of the six regional representatives.

VIII     DELEGATES TO PROVINCIAL COUNCIL AND PROVINCIAL CONVENTION

I.Attempts will be made to reserve three (3) Council and Convention credentials for regional representatives

2.Two Convention credentials will be reserved for the executive.

3.It is the responsibility of the chair to ensure that these credentials are filled.

IX. REGIONAL GROUPS

1.     A group of five (5) members of the Alberta New Democrat Women's Caucus in a region may apply to the Alberta New Democrat Women's Caucus Executive to be recognized as a regional group.

2.    Such a group shall send to the Executive the names of the Chairperson .
They shall also furnish the Executive with a copy of the minutes of their meetings.

3.     Members of regional groups shall abide by the constitution of the Alberta New Democrat                     Women's Caucus.

X         DISCIPLINE

1.                   Discipline shall be the responsibility of the Executive or by the signatures of fifteen (15) members of the Alberta New Democrat Women's Caucus.

2.                   Members who do not accept the discipline may have recourse to a general meeting of the Alberta New Democrat Women's Caucus.

XI        NEWSLETTER

1. Newsletter subscription fees shall be applicable from Convention to Convention or from November to November in the event that Conventions do not occur annually.

2. Subscription fees paid in May or later shall be at one half of the full rate.

3. The newsletter subscription fee shall be set by the Annual General Meeting upon recommendation from Alberta New Democrat Women's Caucus executive.

4. The executive shall constitute the editorial board to advise the editor on the publication of the newsletter.

XII.     AMENDMENTS TO THE CONSTITUTION

1.This Constitution may be amended by a two/thirds majority of members present and voting at any Alberta New Democrat Party Women's Caucus Annual General meeting.

XIII       COMPLIANCE WITH ALBERTA NEW DEMOCRAT CONSTITUTION

The AND Women's Caucus shall abide by the Constitution of the Alberta New Democratic Party of Canada.
